Regardless of this, The State declared me the owner after going through the abandonment process and I am not finding anything on the State website for a redemption period of personal property such as a MH on private property.

I am now approaching 115+ days since assignment on my first 3 deals and because I am in NYS, my attorney tells me that I cannot even speak to buyer’s or seller’s attorneys due to “breach of contract”.I lost my first deal in fact because we were hindering on 130 days since assignment (should have been long closed) and the city decided to demo before we closed and were able to takeover in court.

Their choices are: 1) Take you to court, which if they didn't follow their own management contract, won't work out for them.2) Try to put a lien on your property, which you could sue them for damages and attorney fees.They sound very incompetent if they did work without your approval AND without upfront funds from you.
