The inside of the units are fine, we just cant turn the water on or else it just floods into the streetIf the units have no water, im assuming we would have to have tenants move to a motel/hotel? 

Excellent advice, I've read many a story on this website that could have been avoided with a plane ticket and 1 night at a hotel to check a place out. 

Every time we visit we have to rent a hotel room.

If they didn't get it fixed within 8 or 12 hours they HAD to put you up in a hotel on their dime.

I would suggest that if someone wants to enter Detroit market take at your own risk two trips: flight/car/meals/hotels to know the city, its people, the neighborhoods and develop local connections!
