@Paul Felix  not sure what your RE goals are but if its just to make monthly money by wholesaling I submit to you if you spend the same amount as a RE broker and went for listings and got proficient at it you would make more money... you would stand to create a career you could do for years etc etc.. more than one way to make money at RE.

also try Chicago you will run into all those issues on steroids in that city.... you need to be very proficient at what you do to rehab in Chicago successfully.
