I am attempting to bridge that disconnect so we can get the service that we deserve. 

It is better to push ahead sooner, before utilities are disconnected and any money the tenant has is spent on other things.

If you start having folks disconnecting from the box outside then you start charging back.

That's a leading question as I suspect you didn't have a contract for this work.In reality, if they disconnected the old one, they can connect the new one.

@Gigi Smith if the fridge has an ice maker or water dispenser, I would have it disconnected and capped off.

I am seeing prices that will not make a return for years and appear to be disconnected from reality. 

I would try to disconnect and reconnect first.
