Look at paint, flooring, closet systems, door knobs, locks and so on.  

My goal would be to make a higher return in the next 5-7 years, lock in current market prices, avoid some selling fees, and free up more cash right now for an opportunity that I have an eye on that looks more profitable.

My wife and I bought our most recent primary residence in this manner and locked in a 3% rate on our loan in an (at that time) 8% interest rate market!

Since you're locked in at a low rate I would think twice about doing a HELOC. 

And ALSO...I still want to see what they define as "Marketing a property".If I organize a BBQ party with all my friends that so happen to be on my buyer's list and during a bear dad joke I say " Ohh btw guys, I just locked up a contract want to see it?" 

I have a 3% rate locked in from 2021 so the LTR numbers will still cashflow so I'm going that route to start and that's the route I'm going to go.
