They pay on time every month which is good of course, but they borderline harass any contractor that comes to the house (landscaper, pool service, etc). 

If the people who are harassing you to pay the fines are the same people who issued the fine send them a copy of the lease showing who rents there and who owns the dogs.

If the tenants are paying on time, not harassing you regarding updates, and generally quiet and good I would wait on at least one unit until they move raising the rent along the way as needed.

@Jon K. yes she claims that if I harass or intimidate her to move her belongings faster than she can, that she will call the cops on me.
