Ideally you want to make sure it's near a major highway so tenants have easy access points to their customer base, especially with the trade type tenants like plumbers, HVAC etc.

Are you looking for a GC or trying to sub out each trade? 

I never trade with tenants.

Certain trades I wouldn't skimp on, like electrician, plumbers, etc, but sometimes you can get away with bringing them in to do the finish only, or you can pay a licensed trade or GC to come and inspect the work prior to closing up walls, etc.

Typically, when evaluating and underwriting deals, we do not project a 100% occupancy rate to avoid overly optimistic forecasts that might result in negative carry post-acquisition.

It's slow out there for a lot of trades in SA right now and I'm not one to gatekeep.

I'm also fairly skilled in the trades so I know what to look for when it comes to certain things and I can do alot of things myself but time is usually hard to manage.

I actually partnered with a GC on this one and traded equity for them bringing some funds to the table but mostly bringing project in on time and on budget.

Very similar to what you're forecasting, although it seems like you're adding nicer features.
