@Kris Wong I agree completely the council's lack of strategy with the homeless problem is of greater concern.

There was a specific person, who was opposed to self management, on the city council that lost re-election, and I was pretty happy to hear that news! 

This plan is reviewed by many agencies (think fire, police, treasury, commerce, city council, mayoral, etc.) that will have to respond to the growth.

The political climate should make most people nervous and the city council is extremely anti-landlord. 

The exact wording has it in such a way where there is nothing more to be done, it's tied to the Emergency Order: "this Executive Order is effective immediately upon approval by the Executive Council.

Does anyone that lives in council bluffs IA area have any good investor friendly title companies they use?

It was a bummer to read, more so to me that the council didn't accept any public comment in any form (although in the past that hasn't helped our cause at all).

If possible I would like to source a block of land which has an existing dwelling that could provide an income stream I have studied council bylaws to learn about zoning and sub-division requirements in each respective zoning category, become familiar with the local council resources including looking interactive maps that show precedence for re-zoning approvals.
