I usually pay 1 percent higher than standard agents commission, to entice agents that get better commissions if they sell their own offices listings.

I do, however, come across some cooperative condo listings that are very enticing due to the relatively low cost listing compared with a similar non-coop in the same area.

Just because the bank postpones a sale doesn't mean they are doing anything other than a postponment (Like trying to entice different bids, interest in it, etc..).

What is it that entices you to upstate?  

It's well known, premium pricing, and enticing upside.  

It would take a huge amount of subsidies to keep a lot of these neighborhoods afloat as-is (there are numerous government programs to entice contractors to build/rehab in specific run-down areas of various cities with money to help build/sell/etc.) 

Many agents will use this strategy to entice multiple offers, which can then push the price higher.
