Compassion tells me to give her a chance to pay more and stay, psychologically a tenant would need a reason to pay more rent, even though they have been paying a third of market rent so far.  

Just because you have a moral compass doesn’t exclude you from being in REI.

There is no problem having compassion for people, but remember that renting a house to someone when they can't afford it is worse than declining them. 

Find a moral compass and follow it.

You have made the most basic mistake of a hobby landlord...compassion.
