I would recommend you reading Buy & Hold Forever: How to Build Wealthy for the 21st century by David Schumaker to get some persepective on buying in high demand areas.

His numbers and strategies reflect what I know to be real from having done this 15 years myself and worked with others who have done this for another quarter of a century.  

Piketty, famed French academic and author of "Capital in the Twenty-First Century" also spoke to this effect.

Baltimore was severely depopulated over several decades in the last half of the 20th century.
