I would suggest that you interview several Realtors and ask them the following questions, to ascertain if they are truly Investor Friendly, or if they are throwing you a sales pitch.1.

Perhaps you want to ascertain the area has ample jobs.  

When families are ready to deal with the "stuff" they start, usually slowly, to ascertain what must go: clothing, cars, anything that howls for attention (that includes decedent's pets) and then, there's the property.

Note: You want to know where your leads are coming from in order to ascertain where your promotional efforts are working.

That said, one might ascertain, by taking a a quick look at Maryland's "Wall of Shame", that the most egregious offenders aren't on this list for doing poor work or for simply being unlicensed: (http://www.dllr.state.md.us/license/mhic/mhicwallofshame.shtml).  

As much as certain groups love to spread the 'fake news' that undocumented immigrants are criminals, just by being here - it doesn't make it so under U.S. law.Second, almost all are with hope, that some day, when Trump is gone, there's a potential amnesty.

Once you ascertain that, you may find that you need to step into another market - or not. 

If you have identified vendors in a marketplace where you will be investing, do not hesitate to reach out to them upfront before making an offer to ascertain if the subject property you are considering will be something they will take on.  

Depends on your market though as certain markets have limited cash flow opportunity.
