That said, my last Booking.com guest a couple of weeks ago was a bit difficult pre-arrival but ended up being a great guest and left a 10 star review (no comments though).  

This kind of "deal" usually means the property is going to be very difficult for the seller to sell in present condition - they owe more than it's worth, or the house is in bad disrepair, etc.

I'm not sure of what sort of due diligence you did but here are a few comments on the points you made.a.

If utilities are present, the property is worth what other bare land properties in the area are worth.
