I am at a stage where I can make 2 separate units as the lot is zoned multi unit. 

Applications went out on 10/10 and as of today only two of the five applied for cards are completely through the applications stage.

I think at this stage it is seeing the capex items pop up and kind of wash away my cash flow is where this may come up also.

In that life cycle are costs like:down paymentclosing costsholding costsDeposit to contractor doing the work (rehab money is for completed work only)You'll pay utilitiesinsurance costsPrep to sell costs like staging, a deep cleaning, etcThe cheapest life cycles I see are around 25k. 

You can spend more money on photos and staging but those do not override market price either. 

AS @Kevin Sobilo pointed out this is very STATE specific.some states is quite clear cut others it utterly complex.

That begins the final stage.

. $3600 for a septic permit & design about 50k for sitework (very long driveway), though foresters have noted the potential for NRCS funding for road improvement and invasive species management (i.e. clearing the 8-acre area which has blackberry bushes galore) which we are in the very early stages of looking into. 

At this stage, I hope to have enough experience, and the network to be able to accurately estimate total expenses, allowing me to move towards bigger projects with bigger potential gains.Any advice on ways I can move forward with my goals?
