However if its not there's a couple 3rd party sites where you can get devices that meter the usage for the individual apartments.

Even in cases where their is no cost savings, risk mitigation, or operating efficiency, these devices can still be a good marketing investment as they can sometimes help you stand out vs the competition.

Heck, they may not even be only brand specific.As far as the fan lights, get a fan that will accept a light "kit," and use whatever bulbs you see fit.I don't see why a tenant needs a dimmer, but to each their own.My point is there a definitely basic fans that fan controls and light kits can be added to and operate independently of the other device.

People don’t want to work them, and customers would rather order through a device and get consistent results.

Towel rods, TP holder, ceiling fans, inti-tip device for stove, straighten 2 door frames, a couple of door knobs replaced, etc...

Or, get the kind of meters that can be wired to a box on the outside of the house (or otherwise in a better spot), and the handheld device you need to plug in to the box or talk to it on the radio, to read the meter.If the building was "born" as apartments, it's fairly likely that each apartment has its own individual water pipe. 

You wouldn't believe what people will do to a place, if left to their own devices.
