Write language into your lease that will alllow for repainting and carpet cleaning if there is evidence of cigarette smoke in the house.

Interestingly enough, she had 0 respect for the apartment, as there were cigarette burns in the carpets, walls, etc, dirty laundry was everywhere and the place was an all-out wreck.

They can't afford it.Make sure you spell out building rules, where people can smoke cigarettes, drink beer, when are quiet hours, how many people can they have on property before they notify you, how long can a visitor stay before they request permission(I do three nights).  

We spend more on beer, coffe, cigarettes, or Macdonalds.

I wouldn't recommend it to someone that cannot make their own repairs or is scared of people asking for change or a cigarette.
