This may or may not be helpful, but for the sake of throwing all the info on the table to keep this guy in jail, I thought I would chime back in. 

Some of the things I am concerned about are the carpets (older, cheap carpet to begin with), windows (do not open and close well), painting (do all the walls need to be painted white?

And now, ironically, that cheap money has mothballed the cycle's extension.

However, options can probably be used to flip properties for smaller profits and less risk on a more continuous basis.Purchasing properties (hopefully) cheap, keeping them in inventory, and selling for profit when the opportunity arises is much more difficult.  

Doing things on the cheap in these situations can be the difference between making a profit or losing your shirt.
