Before engaging with a lawyer I suggest contacting your state's Insruance Commissioner - businesses are always responsive to the regulators that allow them to operate.

I spoke with the Court Commissioner and they gave me some forms to fill out to press charges.

My buddy in North Carolina was able to get lists in the Charlotte area and it was super easy and free.I spoke to the Chatham County tax commissioners office and they indicated they do not provide lists - only the ability to look up at the single address level.Sure there are some pay sites out there to get this type of information. 

Besides, home ownership is lower than the US in a number of European countries (Germany, Austria, for example) and it hasn't been a economy crusher there.
