I was thinking of making rent all inclusive with rent, utilities, cable, internet, cleaning services and household common area shopping( toilet paper, soap etc).

The only property tax discounts in Mecklenburg county that I am aware of are for the elderly low income households (65+) and/or disabled veterans and that only applies to their primary residence.  

As far as I can tell, some genius bought several row homes, somehow made them as one, and turned them into condominiums.
