There are so many details my head is spinning and usually all those details determine the outcome.

Maybe this is just semantics and spin, and no offense intended, but I would say that in PA you simply are a registered home improvement contractor.Contractors use the term licensed in PA because all of the “how to choose a contractor” articles state to make sure the contractor is licensed.
