Not sure how it usually works, but we had to complete a few rounds of paperwork with each tenant receiving assistance but I had a contact at the USDA and was able to scan everything and get it to them directly. 

I noticed a color difference in the listing pics and the google earth pics.

Bernardino Graziano if the tree is damaged/dead but Hasn’t yet fallen AND the property owner is aware of the damaged/dead tree, then my understanding is that it would be the responsibility of the person who’s land it is on, even if it falls on someone else’s property.Take some pics, check the boundary lines and offer to pay a portion if the tree is on your property too.

I've also noticed pics of different properties than what is being advertised.

How binding is a standard P&S; can they be compelled to move?

I haven’t visited but have home inspection pics and know it’s bad.
