Modesto doesn't have a strong varied economy like Stockton, Modesto or Fresno does, which is why it doesn't show up on the top 100 markets in the nation for 2017 and those other cities do.It's a little podunk town close to the heart of the central valley, so much jobs are low-paying jobs in agriculture (often performed by migrant workers or illegal immigrants).

He'd rather get a second job or a third even to keep the truck. that's why first generation immigrants are so successful, they never had any luxury in life so they don't have to face choice like this.

I have a few Toronto friends who shower me with URLs every few daysshowcasing the impending doom of real estate in Toronto and how the bigger the rise, the bigger fall.... and then I look at BC, on the other side of Canada where immigration levels are minute compared to here, and notice that the real estate market has recovered considerably in the last year... almost completely.

Add to that Donalds view on immigration scaring foreign investors into thinking that they won't be able to come over or worse, get kicked out after they purchased their beautiful new home over here.
