The contractors that are eligible for this loan also do not want to do the job piece meal nor do they want people living there during construction due to liability.

No one wants to go stay somewhere in the same building as 500 other people, in a room that's too small to hang out in, and have to go out for every meal.

I agree and especially in Hawaii where eating 3 meals a day a that hotel will make your eyes water when you get the bill at the end of your stay..
