What options do we have for locking in purchase of the property NOW & him avoiding the tax hit of an immediate sale before it goes back on market next year.

They want someone with eyes and ears onsite for you because you being that far away how do you know the work is being correctly performed?

Thus, you pay no taxes, get to access the equity locked in the property, and maintain ownership of the property such that 15 years from now you can do it all over again.

Now, if it is in an ultra-high demand neighborhood that is effectively land-locked, you will have more interest.
