In your opinion how do tenants react to this sort of situation where you want to do renovations and you are trying to get them to leave.

Before I give my response to where I need to react to one section of your post- "I manage my own properties"  In my opinion before investing out of state you should hire the right property management company to manage your properties locally.

You may be gaining muscles now, so while your body is getting stronger and healthier, your weight does not go down.

You learn a lot from their body language and people much more easily hang up the phone on you than throw you out of their house.

Not sure how banks will react to a converted single family home to an apartment.

The only way to really find out is to ask the Govt bodies in question. 

There shouldn't be a single able-bodied adult on unemployment right now, but there are because they aren't suffering enough to motivate them to get back to work.
