If you are leaving the water on in the property you can purchase freeze alarms that you can place in basements and crawl spaces that will alert you if the temperature drops below a pre determined temp, additionally many of these sensors can detect water so if placed near a hot water heater or water source they can alert you if there is a leak or backup.

They'll probably encourage you to fill out online report, so they don't have to come out...and if anyone comes out to take a report, might be a day or two later, and might not even be an officer, certainly not a detective....more like a admin person.

I spent about $700 for a leak detection company to come out and evaluate whether or not there was a leak on the property when they were complaining.
