Thanks everyone, I think the knowledge is getting through my thick skull.

It's pretty hard for something like cat urine to soak completely THROUGH a reasonably thick hardwood floor in decent shape.What can and does happen often however, is that the urine soaks INTO the top 1/16-1/8 inch of the wood.

Also check to ensure you're not using too thick of a filter.

Mix up a decent sized batch of drywall mix - DO NOT use the premixed for your starter coats, it is too soft - and start applying it at a decent enough angle & thickness to cover all that rough paper at the bottom.
