This house was already priced about $30k over comps, if based solely on br/ba count and square footage, but it was at the crest of a hill, had mountain views through big bays of windows and views of the Denver skyline.

Based only on pictures and amenities listed, it seems like a perfect place for families...water slides/splash zone/zero entry pool, etc. 

Is there a book I can read or a podcast I can listen to that breaks down the steps for a rehab - starting with how to pick a contractor, how to prepare a SOW, what are the steps in the rehab (ie first you fix the roof, foundation , windows and exterior doors and then plumbing, etc.) , what work can be done at the same time (ie plumbing and electrical) etc.   

The owner expects to close in 30 days ( standard closing windows ). 

Everything Ken said plus plaster walls, no insulation, higher electric bills, walls sweating when its humid in florida and the resident leaves front door open, damp smelly houses, Pealing paint, wood rot, old windows, crawl space under the home, bdrm and closet doors that don't close properly, electric locks that the old front door doesn't like as the door is not aligned correctly, Cyrstal knobs that fall off, old thermostats with 2 lines but my new thermostat needs 3 lines, critters in the fireplace....

I can understand some things, such as new window, but are cosmetic improvements such as paint and power washing really necessary for Section 8 approval?

I used to love the clients that would want to buy the windows/doors, lumber package, etc.

Secure the unit for the dog and your tenants safety - meaning all doors and windows should be functional.
