The agent never asked for the escrow money and kept it on the MLS as active (non-pending) for a month until the close.  

Ask your real estate agent if there have been any pending sales within 1/2 or 1 mile of this house and see if they are priced similar to yours. 

Any offer you would make would be "pending inspection" and after you'd had a chance to check everything out you can renegotiate the offer if needed.

If there is indeed a receiver appointed it suggests there is already a court action pending and someone has stepped in to make sure no more money is taken and to handle the day to day affairs until things are sorted out.
