Granted, you say a couple true things.In Jan 2017, California passed a law that prohibits local municipalities from prohibiting ADUs (additional dwelling units). 

Trash outside propertie or properties that have to be considered not suitable for human habitation are an ongoing problem, the DNS get's involved, often the OOS owner does not even know whats going on, because they have never seen the property. 

The property types that would most be affected are "soft story" dwellings and single families or small multis built on un-reinforced cripple walls.

Regardless if a price of a property is high, I learned that sellers are humans and they will react and sell a property based on how they feel.
