@Mary Mitchell It does seem odd, and that's exactly how I responded about how he would be losing a chance on free rent, but he simply doesn't want to live in a multiplex household.

Again the service provider delivers the bins.Although garbage service (which includes recycle service) is mandatory for all households in our municipality, yard debris service is optional.

As Michael said, I would have a comprehensive screening report pulled on this applicant (i.e. credit, criminal, and evictions history).
