@Andy Diaz- I think it varies greatly, I would suggest not to don't bend on your criteria.

As well as Not a huge amount of new construction that turned into rental product.. this happened in the Bend Redmond area and for a time it was quite soft. 

I get that there are stories of people bending over backwards and finally pulling off some crazy deal that worked out for them, but that is the exception not the rule. 

@Greg H. yes she is making big fuzz saying since fence is broken (it actually bend little) the neighbors dog can come and bite me, burner is not working cannot cook infact 3 of them are working and window not working properly so if there is fire i cannot escape and so forth

It is all about setting expectations and from the sound of it, this tenant has a penchant for bending the rules.

I would think at this point with it having sat for 5 years the bank is willing to bend backwards to get anything out of it and she seems to be happy just to get anything from it as well.

Find a civil engineer and see if one will give you the time to bend their ear and tell you what's possible.
