Yes, you get your rent from the government like clockwork, after you wait 30-60 days for them to set up your account, but what about the tenant's portion of rent?

Often times even if its a single family home or a multi with separated utilities there are some utilities provided by local government.

Imagine this on a large scale where people depreciate $10Million  the government gives them a 30 year, zero percent $2.5Million loan  pretty sweet eh?

If often more that they are abandanoning the property to the government because there is some type of constraint, i.e. there is a street light oddly placed in the middle front part of the parcel, there is a creek or wash (which means environmental permits would be needed), there is lack of true legal access, zoning problems, etc. 

Tenants frequently do not take good care of the properties, and the government requires certain standards for the condition of the units.

Sadly, while the government of Puerto Rico is quasi bankrupt and therefore has little money to promote tourism or invest in the necessary tourism infrastructure, the Dominican Republic is constantly investing large amounts of money in those two areas.

Personally this is the way I think governments should implement these regulations.

In Texas, evicting a tenant is governed by Texas Property Code section 24 that a landlord must follow.

Those would provide some safe harbor since they are government issued docs
