The only time I've seen this turn into an issue is if you offer to pay for the flooring and then the tenant comes up with more requests every couple of months (e.g. new toilet, different color paint, new washer/dryer, etc.) 

It was her first time buying an investment property she wanted to rent out and her realtor was clueless and did not look into any of this knowing she 100% wanted a rental.

Had the water service been on, their mover CORE FURNITURE when disconnecting the washer, would have seen the water gushing out from the open valves and would have known to turn the valves off.

I would need to fully furnish it and it is missing a refrigerator, (washer and dryer too).

another big "it depends" item is washer and dryer connections, not having that will make the property a very sub-par-dated property for example. at the end of the day, the biggest driver is:its rental income and cost of management and if tenants are good payerscost of maintenanceand in Texas (lots of places in Texas experience this), an appraisal district can torpedo local sales prices by harassing us very high values, making more owners want to sell and get the hell away from them.. many taxing authorities net more off an apartment property than some of the apartment owners around here... just saying that is a real factor you have to consider always but often over lookedand insurance, we got hurricanes really screwing us over on insurance, that will drive down values too

I don't ask them to run all appliances like dishwashers and washers/dryers. 

The biggest issues we faced was equipment breakdown as customers routinely abuse the equipment  the most common repair ws due to over stuffing the washers and using the washers to dye items.
