I tend to agree with @Benjamin A Ersing, just a marketing ploy to create a perception of exclusivity.

However, it's the perception of risk that determines the return.

Some fundamental assumptions on where to live are on the brink, it is a good time to show compassion, and there is no reason to give the perception of landlords trying to screw tenants.

In other words, uncertainty, fear, and risk are largely based on perception and mindset - i.e. its all in your head.

My perception (could be wrong) is that NY is the worst as of now. 

It might be discretionary to you but perception is reality and simply put, storage demand is driven by transitions and transitions increase during recessions. 

Good point on the permanence factor - are you saying this may just be no evictions in the perception of the housing court?
