Pros and Cons to both sides of the coin - I say find a place you know well (or have people there you trust) and develop a strategy that matches your appetite for risk vs reward! 

My profiles is diversified..stocks..re..crypto..it’s nice to reward yourself to however your liking is...still drive my 2002 Toyota..this is a spring summer car for my hobby/enjoyment!

I've seen both sides of this coin before and I've never regretted getting a permit, but I definitely have regretted NOT getting the permit, quality work or not. 

started investing in crypto about 4-5 years ago, 401k and index funds about 5 years. real estate about 2 years 3.

If the city does demand that the garage be built, the sellers are willing to build in and suggested I move in with a temp CO but we also think this is a bad idea because as you mentioned this holds me liable as the new owner if there are any issues getting the CO in the future.

The other side of the coin is that I'm leery of owning any place with connected walls, which is what I can afford in the Alexandria, Va.

Obviously that's a lot of coin unless you bank on appreciation or have another strategy.
