Snow removal is on my tenants to take care of, if town issues a fine for side walks being covered bill goes to tenants.  

Before making any charges, I send the tenant a final statement with detailed break-out of charges and a reminder that I will be taking that amount from their account(s).

Yes, you can assess a fine and/or you can charge for the damage done. 

Eviction matters with a related pending ERAP application continue to be stayed until a final determination of eligibility for the rental assistance is issued by the Office of Temporary and Disability Assistance (OTDA).
