OK, after looking at your post again my suggestion would be to buy a house in Terra Santa as close to the school your kids go to as possible- Wait for a foreclosure that needs paint and carpet, get an account at Home Depot to get an idea what you can do for a budget plus they have financing and a one year guarantee. 

I’d like to not finance all of the repair expenses, but use no interest Home Depot/Lows financing of some of the repairs, keep it as cheap as possible.

I really like Shaw, Tower Grove South, The Hill, Southwest Garden, Northampton, Southampton,  Princeton Heights, etc.

We are exploring the idea of converting part of it into an community garden for a number of years until we have enough created enough capital through flipping to possibly develop the land.
