Notes are the same thing as "bonds", so if you do a little reading about bonds and get your head around how the price of a bond and the interest rate are related, you'll understand notes.If its performing, you can't foreclose.

@Bret Emry  he is in Washington... not Oregon... from what I heard this is correct this law has been changed.. just call the contractors board.. they will tell you.I can 100% tell you though in Oregon to buy and fix and flip a home EVEN ONE  a year you need a DEVELOPERS license a bond and insurance..

Latex simply can't bond to it, and latex primers don't do much.
