If you do purchase in C/D neighborhoods with a strong rental history, be prepped that some tenants may skip paying rent and will "illegally sub-lease" to other tenants.

You will likely be able to add a couple of thousand to what they skipped out on and collection agencies are persistent to say the least.

However, I've changed my mind about the fence and am now planning to skip the fence and see how it goes.

First tenants we had (mother, adult daughter, two teenage grand daughters) skipped out during one weekend. 

basically guarantee rent like sec 8 but without the tenants destroying things and skipping out. a lot of single japanese live in a small apartment that they basically use just to sleep, shower and store their things.  

Thankfully she's still gainfully employed so she has not skipped a beat with her payments during Covid :)  I'm looking into buying MF properties in the city and am interested in buildings 2-20 units.
