I closed on a duplex a few month ago and now there is a plumbing issue where the plumber says that they'll need to change both main lines to the house and reroute the piping since it's all leaking.

Like any house of that vintage I would think re-piping and electrical updating would pose potential added expenses if those have not already been updated.

Can you do a new offer or if they come back, counter offer them to remove all tenants before closing?

I just state I have the right to retain an agent if my offer is countered. 

They may also just be asking - for which you can counter with your typical EMD!
