So much of what you're referring to is much more highly dependent on local politics that national but the real answer is there will be something else under some other name that you can depreciate, claim a loss, or whatever on.

I want to add this:The big national name brand franchises that do tons of advertising nationwide might be worth investing in the name.However, your run of the mill franchise charges a lot of money for not much in return, and it is often very easy and more profitable to use their idea, start your own business without them, and pay for your own advertising.
