I plan on taking the 3ish hour drive out to the property tomorrow, but wanted to get some input on things, maybe yall can think of some reason the house is priced so low. 

Personally, I would keep the loan and not refinance - I don't think you'll see such low rate for other loans any time soon.

As I live in a pretty low population area, there is not and has never been an organization like this. 

Low income rentals - tenants don't ask - they just paint and you find out once you had to evict them for non-payment. 

$650/month for the house you described seems to be too low in my opinion.

I'm receiving MLS notifications from an agent, but with them in all different areas of town, I'm not sure how to differentiate between the war zones, low income but good areas and areas on the rise.

The property is occupied by low income families that have rented at the property for a few years.

I am worried about Zillow being a detriment in this situation if a potential buyer sees the low price on Zillow. 

. $450k seems like it will work but need to convince him to drop his price that low.
