Stable rent with annual increases, low turnover and long term. 

I did basic math and even on low number paying them would be around 10-20k out of my revenue and I don't think they are going to generate 20k more because of the areas/homes.

Even worse as the pay is uncertain, kinda low and you have to work weekends. 

Development and managing a site is much different than building. if you aren't experienced I'd find an experienced zoning attorney or land planner or civil engineering firm. 16 units for 3 acres is pretty low density, extremely low density. have you looked at future overlays for the project to see how many units you could get?

Imagine your property is in a hot bed of crime, failing schools, low pride of ownership, and poverty.

Looking at you posted and assuming it's an SFR, the only comment I have is that maintenance is too low.

It's your job as a landlord to pre-screen potential leads (gross income, credit score, evictions or not, etc) and then only schedule showings for those people that meet your screening standards.

If not you may be able to get a low percentage down loan on your first investment.
