The ban expires in 2 years. 

We contact tenants 90 & 70 days before their lease expires to determine if they want to renewal or not, also confirm with owner.If they do want to renew, we schedule our Annual Inspection to make we want to renew them. 

You can also have a real estate agent send you expired listings, and then send letters to those addresses stating that you're interested in buying their home.
