If you're earning $15-18K in profit per project, I'm going to assume your all-in costs are going to be about $100K (that could be a bad assumption, but if you're earning 15-20% on your money per project, that's about right).So, he'd be contributing about $15K per project.

You haven't factored in future vacancy, rent loss, capital expenses, etc. into your equation, which would likely take your expense ratio to somewhere closer to 45-55%, or earning about $1000-1200/month before debt service.Speaking of debt service, you mentioned a $75K loan, but nowhere in your post have you mentioned your debt service payments -- they will detract from your cash flow and cash-on-cash return.Not saying this is a bad deal -- I just don't think you've analyzed it correctly to determine how good (or bad) of a deal it is).

In my market, there are plenty of deals I see on the MLS where I know it would take an above-list-price offer to get it.That said, my guess is that this agent is just trying to earn a commission and realizes that repeatedly putting in low offers for you is not a good business model for her.
