I'll jump in and agree that coin-op washers are built better and will handle the abuse of many tenants.

I'm not saying that anyone should use or abuse the help of a contractor or an RE agent, but initially, they can provide a new wholesaler with things they can't figure out on their own.

Would it be better to just deny the inquiry?

There are some guidelines you have to follow for example it must be within 2 miles of a walking distance from a bus stop.

@Harjeet Bhatti.. so yes my plan is to pay off the personal loan with the cash out but my concern is that the bank would deny a refi because of the personal loans effect on DTI before payoff..

To deny knowledge of the occupants as I own the other building is just strange so I have to think about my approach.

They will use a clause in their policy to deny your claim because you were negligent, should have known better to address an issue, etc.

I would recommend denying the application.

If and only if it is a great tenant I’d offer them a $200 gift card otherwise I’d tell them their request to not pay rent next month has been denied 

My wanting to help out some young people (the first time) resulted in police on site for domestic abuse, social services checking on child welfare, non-payments and about $2500 in damages after they finally left (holes punched into walls, damaged carpets, etc)I'm not saying don't take a chance, but make sure the rental rate is not lower than the market (which attracts undesirables at times), and do your due diligence!
