If you are having reservations about the complexities this deal then a future buyer will have the same.

Just as you would need 2 loans to buy 2 condos that are in the same complex, even if they were right next door, you would need 2 loans in this scenario.Owner financing or a loan from a friend is a different story; you can make any terms you want. 

(Not really a market I target) It is a section 8 rental where the tenant is paying him $200 and $850 from the state ($1,050 total)$230 in Hoa, he purchased it for $137k and is asking $100k The apartment is in pretty decent condition minus cosmetic repairs But after looking at comps, units in this complex are going between $110-$115k I’m not too certain if this a deal.

Keep in mind, the large big box complexes often do lots of market research so their units meet customer demand.

Own properties in both and rent one in Chicago - @Henry Lazerow, FGR manages it..This is a really complex issue but I'd argue that there are many things outside of rent control that drive prices up in California, making it very expensive.
