You could send them a friendly email and let them know that if they would like him to be an authorized occupant, he can submit an abbreviated version of your application so you can run a basic background check.

The HOA most likely has the authority to require the tenant be evicted by Owner, or may be able to do so themselves if Owner or their Rental Manager fail to act if they are in violation of the HOA rules.
