@David Goings- is  the lien holder a  person /  institution ?   Are you working with the  settlement agent / LPO / Escrow agent ?   if so - has the LPO  been  trying to  contact the lien holder ?  for  how long ?  if the seller wants their sale closed - they  might be able to  assist  for this step too
